You would probably have better luck posting in the GP forum instead of CRM. From Financial > Cards > Account, open your payroll related accounts. In the Account Maintenance window, you will see a section "Include in Lookup". Any module that is marked here will allow the staff to select that account from the account lookup window during distribution entry, you can uncheck modules you do not want the account available in. Another option would be to look into account level security to see if this may better suite the organzation's ultimate goal.
